I have been in the similar demo pay band system for years and have done well. However, in my opinion, the system is unfair. Some very good people and good performers go completely unrewarded year after year. Bottom line is that it's a pay-for-popularity system. For management - this system will not get you where you want to go. In theory it should work well, but in professions where performance cannot be measured by a number system, and supervisors do not have daily contact, it is doomed. This system may be mandated by the highest sources, but you will end up with the lowest grade of performers and fear at the working levels. Congratulations on your two steps backwards.
