I have worked for DoD for years. Most DoD employees work hard to serve our country. This system will open a "blank check" to supervisors and managers in the way workers are paid, evaluated, promoted, fired. These rules would create a buddy systems in which federal managers are influenced by favoritism rather then serving the American people (tax payers). What NSPS will do when a DoD agency has so many bad supervisors and managers that were promoted before by "the good old boys club"?. In many cases, managers do not have abilities to make right decisions, hold the grudge against people and do lots of shady things. We need to have a objective system, not a subjective system. Who will defend the whistleblowers? Will we have to keep our mouths shut and do whatever managers tell us to do without thinking, without opinions?. Our country has over two hundred years of democracy, we have to destroy our pride in the future. This system is similar to the dictatorship in the third world countries.
