Taking step increases out of normal part of the satisfactory work performance and leaving it up to the personality and judgement of a supervisor will reduce positive imput or changes. Leaving step increases up to the whim of mangement based on budget cuts, number of civilian employees, number of award allowed,department superviors incentives to save money will reduce the number of quality employees over time. Why should a top quality person work for a company where pay increases are base on objectivity on his /her work performance, if you can use one of the above excusses to deny it? You can use words like: flexibility, credibility, rights protection, leadership,talent and public service which are already in place. Overall this change is to acquire more productivity with less cost at the expense of employees and the financial well being over his /her career.Volunteering for overtime etc.should not be used as a criteria for step increases, its voluntary period!
