I think the DON and NAVSEA has done a very poor job at informing personnel how this will work. I see it as very easy for supervisors to engineer a person's job right out of existence. Now that a supervisor can have a direct, immediate, financial impact on a subordinate, they will have a lot more control and much more ability to intimidate the average employee. This past month, for example, all employees in my shop except me will receive formal computer training. I will not be able to say anything to them because they can now put me in the lowest ranking and I cannot do a thing. Consequently, other employees will have more training, more capability, and subsequently better ratings.
