Comments:
I am offended that the Department would seek to lessen and diminish my rights of appeal and union representation. The pay for performance outlined in your proposal will be disastarous because it simply gives the line supervisor and manager too much overall authority over the pay, performance and discipline of individual employees. I see no obejctivity written into these proposals -- only subjective judgements. Union rights should not be abridged or restricted in the name of expediency or security. These precious rights are what we should actually be protecting in the wake of this new emphassis on national security. These are changes dictated by idealology - not necessity. Please reconsider.
