The classification of jobs has been inconsistent because most managers are GS their salary was increased at a much more significant rate than the WG employees. The classification and pay have always been determined by management. This will not work unless there is some tool to measure the performance. The merit system has never been enforced. Managers having this much power will result in many abuses of power. The civil service system is not broken or obsolete. The Constitution is much older and is still the model for democracy around the world. Please protect the rights that the many veterans in the civil service workforce deserve.
