It is about time to change the way the Civil Service is run. I was hired into the program at Pt. Mugu, Ca. and couldn't believe how an organization could be run so inefficient. The government workers that I worked with were the laziest that I have come across in decades. This is indicative of how an organization should not be run. No productivity, no cost savings to the government. I spent over 22 years in the military and had the opportunity to observe numerous civil servants and the jobs that they perform over a wide array of bases throughout the U.S. and they all showed one trait; what ever that could be done the slowest or done the easiest, they did it. If a 30 minute job was assigned, they would do it in 7 hours. Civil servants have no motivation. All civial servants that I have come across feel that they are untouchable, you can't fire me mentality. If you even think about writing or verbally consoling me, they run to their union rep. No private corp. could except to run an organization like civil service and make profits. Over the years civil service jobs have be reduced or taken away and turned over to private contractors because contactors work. They value there jobs. Be successful and the job continues. All I heard from civial servants was how the government is giving there jobs to contractors. They could not comprehend that they were the cause of civial servant jobs going away. How can an organization run if you can't even fire a civil servant. It takes an act of congress to get rid of the worst performers. When a person refuses to work or refuses to obey an order from a supervisor. that person deserves to be fired, no in cival service. You need to change the rules on how the work force is to be managed. I fully agree that performance should be included in a persons pay raise, or they ability to move up. There needs to be a rule in place to be able to get rid of non performers. An organization needs good people who will work and make money for the government.
