DOD Proposal failed to give any choices to its employees in setting up their system locally for each agency or activity. It is one sided action, one shoe that fits all. My activity, the Defense Language Institute has its own Personnel System in title 10,while the other side of the organization (GS) will go to the new NSPS. This will bring disparity and inequity of two systems to impact morale and productivity.Taking away employyees rights would open a rift of distrust that affects the mission we strive to protect. I suggest to use DOD authority to fashion our own pay banding system and to include the principle of the NSPS.
