I have worked under a simular situation when I worked for a mining operation. it was a good plan but the only drawbacks were Nepatism, and the "good old boy network" came into play way to often. And the union that i belonged to at that time was powerless to stop it. This would be my only concern. Will this be a problem with the upcoming managers to get in good with they're upper supervisors, that is human nature to do that, so that they can also advance to the next rung of the ladder up?
