Comments:
I would like to see the new system implemented with a voluntary election on the part of all employees. You may recall the the conversion process from CSRS to FERS was done by a voluntary election with some people choosing to stay in CSRS while others chose to go to FERS. I would like to see the actual pay bands in a table.
