In my experience, I have seen PRIMARILY pre-selection of applicants on all recruitments if possible. If not possible, mgmt. goes down the list until they hit on someone. I've seen mgmt. jump through hoops and advertise around the world until they are able to reach their pick. Many retired Chiefs becoming GS13/Step4! The good ol' boy system is alive and well everywhere I look. No matter how sneaky they try to be, everyone sees & knows what;s really going on. Does not matter if you do a great job; try to gain efficiencies for DOD or even raise morale in a certain division. In my current command, if you aren't retired Navy from a specific rating and or attend Baptist church, you are treated as a red-headed stepchild no matter your dedication, expertise or professionalism. Personalities will drive this new system, and have been if the truth be told at other commands who implemented pay-banding several years ago. Just another way to screw the hardworkers and laud the folks who don't have the ability to do their job, but are of a multitude of protected minorities. GOD HELP THE US FEDERAL GOVT.
