Defense employees work in a climate of continuing distress. After thousands were subjected to the anguish of the RIF process, many employees were forced to uproot and move to a city where the employee had no social ties merely to continue working as a public servant. Others saw their coworkers forced on the street as the size of the Defense programs reduced and forced far-reaching changes across the nation’s military installations. The climate for Defense employees is not conducive to taking risks. An improvement that would help the climate for the employees would be to give the Defense employees a forum to plea their case when they are abused by their supervisors. The Defense employee needs an Office of Special Counsel for Defense employees and a Merit Systems Protection Board for Defense employees. Having a Merit Systems Protection Board for Defense would serve as a check to supervisors running roughshod over the workers.
