I have been through this kind of change in the private sector and have seen it's change to the detrement of those people who work hard but do not stroke the ego of their employer and therefore are deemed unsatifactory performers. Then there is the person who knows how to be buddy-buddy with their boss and does absoulutly nothing and is deemed a great performer. This system will not attract good employees, it will fill the DoD with a bunch of Suck-Ups. I have seen this first hand when I left the private sector and came to the DoD because it had a fair system. I see this as and attempt to save money and tell alot of people they are unsatifactory. This change is wrong.
