I do not support the implementation of the National Security Personnel System. The regulation as written appears to take away many safeguards that civilian employees currently have against adverse actions by management. The proposed regulation further weakens the ability of organized labor to represent employees. The current Administrative Grievance System works well by providing employees a fair process to challenge unfair management actions. I am very concerned with grouping distinct professions into pay bands and depending on management to objectively reward performance. Certain key professional series with distinct educational requirements could be eliminted by pay banding resulting in weakening of the DoD workforce by using individuals that are not the most qualified to fill a position. The current General Schedule system works very well and has been shown over many years to be fair and effective. The current system rewards good performance with Quality Step Increases and a host of other awards and ensures employees that meet performance standards get step increases on a set schedule. I encourage DoD to keep the existing personnal system in place.
