I would like to believe that managers can be trained to be objective enough to fairly implement this system. Unfortunately, my twenty-plus years of service have taught me that this will not be the case. For example: I have received the exact same performance rating as an employee that slept seven out of every eight hours. I do not sleep on the job. I have had managers that refuse to discuss my performance or provide feedback of any kind. I have had at least four managers that refused to perform performance appraisals at all even though their current salary structure provides additional pay when they do perform them. When I receive an appraisal now, it is exactly the same as every other employee, regardless of my effort. This because my manager does not have the time to write individual appraisals. Regarding raises, yes, I get automatic yearly cost of living raises, however, I have competed for every promotion or new position. None were automatic as implied in write-ups on this new system. Perhaps the system needs changing, although I do not agree that this is so, however, to assume that managers are anything more than regular people that will play favorites is ridiculous. No amount of training will change this fact. There are simply some people that are incapable of being objective. I believe that implementation of NSPS will demoralize the Defense Department work force at a time when we truly cannot afford it!
