I have read over conents of this proposal. I am a former federal employee. I left 14 years of service with the federal government because of policies and politics like this proposal. My comment is simple, that is to much authority for one man or woman to have as a supervisor. The last supervisor I worked for was lacking in job knowlege and leadership abilities.He reviewed me poorly not because of my job performance, but a personal dislike. Whether one likes an individual or what they stand for should not effect an employee's review. It should be based on job performance. This proposal is going to set things up for retribution. With that said, why don't you include a review for supervisors from subordinates and have this effect thier pay and RIF status. But give them the same grieving policies.
