Reference Career-ladder Positions, Federal Register/Vol 70, No. 29/Monday, February 14,2005/Proposed Rules, Page 7561, first column. As stated, career-ladder positions below the full performance levels will be placed in the appropriate entry or development band. This is a foul. I utilize career ladder positions often overseas to allow the widest possible latitude of applicants. The public law, as written, will penalize employees who have met all training requirements but have not met the 12 months time in grade requirement required of merit promotion. I do not believe it is the intent of NSPS to penalize employees who fall just short of TIG for progression to their full performance grade. This verbiage needs to eliminate the mandated entry level wording and allow local management to determine the performance level for all career ladder employees based on their individual status of training, etc.
