If we are going to a pay banding system, does this mean a supervisor can automatically place an employee at the top of the pay band scale? What type of progressive performance procedures will be put in place to ensure every civilian employee gets a fair and impartial rating? In other words, how can we be sure that a supervisor rates us fairly and equitably with out counterparts?
