Comments:
In section 9901.231(b) covering transition it says that employees will be transitioned without a loss of pay to include locality pay. For employees overseas who don't receive locality pay I imagine their pay will be set at what it is now. When they rotate out of their overseas location to the state side duty location that previously received locality pay, how will they be brought up to some kind of parity with their peers. As it is now the difference between the basic rate and rate with locality pay is several thousands of dollars.
