Pay and Pay Administration - Subpart C, pg 7560 “The pay pool manager is the individual charged with the overall responsibility for rating determinations and distribution of the payout funds in a given pay pool.” Concerns – So while the supervisor sets the expectations through negotiation with the employee, and while they seek to have an open dialogue throughout the year to evaluate their performance, in the final analysis, someone who is not the supervisor, will determine if the rating is correct and how much that is worth? Shouldn’t it then be the pay pool manager who is held accountable for the performance of the individual, organizational and team performance? Since this is a “pay for performance” system and the pay pool manager holds the reward key, how can anyone else be responsible
