I have read the pros and cons on this issue. It's really hard to know which is best. I personally feel that the current grading should be left alone for now. There is too much favoritism and it will truly play a big part. Where will this money be coming from? Budget cut-backs are already at an all time low-at least with the current system -I know I will get some pay increase. I understand that this is also supposed to help with low performers. We have "slackers" here and guess what?? (yes, they are friends w/the boss) They were all "promoted".. so right there I can see the the new system will NOT work in my department. Its truly a shame -there are alot of deserving individuals who would greatly benefit from this system. Right now, we are hiring college grads, these employees after 3 years are now all GS-11's. I have co-workers who are doing the same job at a much lower grade and due to this "new program" to get young grads into the govt- its causing alot of hard feelings and low moral. Guess what? A few of them are now taking courses to get their masters degree courtesy of the usa govt and guess what their plans are? To leave to the private sector once they get their degree. There are, I'm sure plenty of other good ways to promote people under the current system. Why not promote them without the Merit Promotion ? If an supervisor feels that an employee can do the job, then they should automatically get that promotion with a 60 or 90 day probation period. I know we need another way to remove the low performers. It can be done without favoritism. I am more concerned now than ever since I am currently waiting for my "promotion" that is supposedly being "worked on" while all others who twiddle their thumbs all day have gotten theirs. It's really a no win situation. So, if I piss the boss off.. that means no salary increase for me. Everyone knows that this is going to happen. It's typical governement policy to "overlook" these things. Let's find a way to do it the RIGHT WAY - THE FIRST TIME. Let's not waste any more money -find a way first! thank you
