The pay increases in theory based on performance may sound good but in reality can become unfair to some individuals. If a supervisor draws a bad impression (like or dislike) of a person they control whether the employee gets the increase. Evaluation/performance marks are not always fair to an individual. Very possible to have a hard worker not get marks as good as a slacker who has fooled the supervisor.
