I do have some concerns about the new NSPS. First, I got out of the military under the SSB program of 1995. When I joined Civil Service I was told I could buy back my military time for retirement purposes and for RIF purposes. By taking away my right to have my time used for RIF purposes(seniority) you have taken away what I have paid for. Do you intend to pay me back the near $ 5000.00 I bought back ? Item number two; I have been employed for eight years civil service and have seen supervisors come and go. I have always received very good ratings, but what if I get one who I have a personality conflict with? Do I get bad ratings from this guy because he does not like me, despite doing a good job! I have heard some military personnel say that they do not like civilians, just because, where is my right for appeal? I like my job and have worked very hard for the federal government. I do not want my chance for promotion or my job security ruined because of someone abusing there new found power.
