I am a big supported of President George Bush. However, as a civil servant I have seen many abuses of supervisory authority. Some bosses really try to be fair, but most are more protective of their jobs than concerned about how well the job is done or how fairly/unfairly employees are treated. The proposed overhaul of civil service will greatly enhance the power of the agency to give defferential treatment to favorite employees. At Robins AFB, the "good old boy" system has given favored status to members of the certain organizations and to relatives. Being able to raise or lower someone's pay is a heavy tool to coerce employees. Please do not pass the National Security Personnel System (NSPS) present proposed legislation because it will severely harm our employees by giving too much power to the agency and it disregards much legislation that presently protects and supports the employees.
