As with most of what this administration suggest it sounds good as they present it, with good and noble intentions. However, separate from the presented intentions is another issue, their political philology about government and their desire to save money off the backs of GS workers. As with most things supported by this administration the top end will be taken care of or not effected. What happened to the idea of attracting the best and brightest? As with most things in this country, money talks. So, one would guess that the administration is not interested in attracting the best, only saving money in one area while they wasting it in others. It's a slap in the face of all that work for the government or would like to. There is no trust in the system being set up to be fair and equable, just designed to save money and destroy the GS system.
