What is the secrecy of the "mandatory removal offenses'? Why can't you just follow the laws of the country as written? Its not fair for employees who have waited over half the time for their step increase to not get an increase in equivalancy when the new system comes into effect. The "market based" increases seem to be too much of a grey area, subject to interpretation and misinterpretation. You should use broad based market index data, such as cost of living in New York versus a small town in Lousisana.
