At GFAFB,ND we have arround 40 individaual that have been downgraded because of RIF procedures. Jobs have opened up that would have put some of these individauls back to their origional grade ( or close to it) , but management elected to hire external instead of hiring internal. With the new system are these people going to retain their save pay? In many of these instances there have been individuals that have had 16 years experience in the field that the job came open and were not chosen. The individuals held the job before they were RIFted and were not chosen ( they can't explain why). This question was addressed to Civilian Personnel and they said they had no answers. I have worked hard for 23 years for the govt and don't think I should be penalized because management chose to choose someone that is external. How can a program be implimented with so many questions unanswered or Civilian Personnel being uninformed ( or just don't know).
