NSPS does not promise to ensure that any individual employee is not disadvantaged only employees overall. Money for performance based pay will come out of existing payroll funds. So that means if some employees get more, the rest of the money will be divided up among the rest of the employees and they will end up getting less. Pay increases will be decided by a supervisor. If the supervisor likes you, you are more likely to get an increase no matter how your work performance is. You could have excellent work skills and carry a heavy workload but end up not getting an increase not even to keep up with inflation. Your increases could be given as a bonus not added to your basic pay. Your basic pay is what determines how much retirement pay you get. Bonuses and overtime do not count. Your rating will only be challenged through a reconsideration process, not a grievance process. When emplyees are converted to the new system, there are no guarantees they would step increases or career promotions. Summary: I do not like the proposed new system and feel that it will not be administered fairly. And in the long run, will affect my pay and my retirement adversely.
