As a military member of a civilian flight, and now a civilian myself in the same flight, I have witnessed over the last six years a horror I would not wish to put anyone through. A civilian member of the flight became upset with his perception of mistreatment and turned the flight upside down with legal and illegal activities. It took management years to remove this person from the office, and still, six years after it began, it is still winding its way through the courts. This cannot be the way the greatest nation on earth has to deal with a troublemaker. By twisting the system on its head this disgruntled employee used every trick in the book to remain in the office. Rotten apples need to be removed from the work environment before it gets to the point where coworkers feel threatened. I hope this new system allows for much stronger protection of the workplace. We were and still are at risk from the situation the government allowed to fester in this office. Leaving promotion choices to a single persons decision is wrong however. This is archaic and prone to personal opinions. A better system would allow board to form to review the individuals accomplishments and make promotion or pay raise decisions based on an individual's performance, just like the military promotion boards that meet to promote senior NCOs in the military.
