I can see much more abuse with the new proposed system. The "good old boy" system (and I see this with retired military hired in supervisory positions) will see that their "yes" people are awarded monetarily every year while the worker bees stay at the same pay level for years on end. NSPS appears to be a system that will be able to weed out the worthless which is not a bad thing to do but on the other hand, a functioning RIF can accomplish the same thing! If the government wants to downsize, and this seems to be what NSPS could be used for, then they should do so. Furthermore, the government should freeze the authorization of hiring higher SES employees or at the very least, stop creating positions for those grades. At Ft Leonard Wood, retired military seem to be the only people who are being put in GS-11 and above jobs. Ultimately when the "pay bands" go into effect, they'll be left untouched! Its an unfair system any way you look at it - SES takes care of SES.....Implement checks and balances on levels in civil service where senior personnel are made responsible whether its in the realm of excessive TDY or creating a position for retired military where that person in turn hires retirees they served with in the military. NSPS is also going to boost the earning power of those individuals in high cost areas such as Wash, DC or Los Angeles, etc. It seems to be a system that only "looks impressive" on paper...........
