Classification Subpart B: The regulations need to spell out what the proposed pay bands are. New pay bands must be coordinated in conjunction with current grade levels and promotion practices. Currently, an employee who is hired as a GS-09 in the Corps of Engineers Regulatory Branch has the potential to become a GS-11 after 1 year of service. Under the proposed NSPS system, with an average increase of 5%, it would take approximately 4 years to reach the same pay level as a GS-11. Something needs to be done to ensure that lower level employees are not losing out on this change to NSPS.
