How does implementation of this proposed system affect the current pay schedule? What will prevent inflated reports and what agency will oversee so all reports are properly evaluated? What about the law that ties government employee pay increases to military pay increases? This new system appears to "freeze" wages and increases will be based solely on the supervisor's opinion. What is to prevent a supervisor from writing a poor report on one individual and an outstanding report on individuals they like? Why won't this be applied completely across the board to all federal employees? As I read "executive" positions do not fall under this. It appears there is an attempt to reduce federal spending by eliminating pay increases due to years of service.
