Comments:
This new system will promote cronyism and sycophancy in the name of flexibility. This stems from human factors that cannot be avoided--"human nature". Friends and 'yes-men' will reap the benefits of the new system. DoD will devolve into even smaller fiefdoms as managers/supervisors exercise these new-found powers to reward personal loyalty over loyalty to national defense. This new system will degrade, rather than improve, national defense and national security.
