I am strongly opposed to the NSPS as it is written. This system is very similar to what the officer promotion became - good for people who don't mind bringing attention to themselves, or who are skilled politicians, but bad for people who do their jobs quietly, without fanfare, without the expectation of reward, and in an excellent manner. I understand the need to reduce the amount spent on government, but there are better ways to do it. One way would be to introduce this system more gradually, by imposing it only on new hires - a grandfather clause. That's the only fair way, and the way it was done when CSRS was replaced by FERS.
