Currently, DoD has developmental positions where the incumbent progresses through the General Service (GS) series based on achieving certain experience or time-in-grade milestones. For example, there are incumbents currently serving in Auditor positions, GS-5/7/9/11/12, where the employee is promoted to the next higher grade level based on time in grade, usually one year, assuming satisfactory performance and work experience. Employees working at full performance level, hired in June, 2004, will be promoted to the next GS pay grade before the transfer to the new, pay-band schedule, and therefore will not be adversely impacted by elimination of the GS schedule; however, full-performance employees hired in August, 2004 will not receive the GS promotion and will be transferred to the pay-band schedule at their current salary. It also appears that these employees will not be eligible for a performance salary increase until June, 2006, approximately 22 months after their date of hire. Some managers and supervisors may elect to award pay raises equivalent to the GS promotion that would have occurred had the pay band system not been implemented in July, but other managers and supervisors may elect to strictly follow regulations. The proposed regulations should include a process to ensure fairness to those employees who accepted Government employment in developmental positions with the promise/understanding of career advancement/promotion, assuming achievement of satisfactory developmental performance and grasp of objectives.
