"Seniority will have no bearing on further advancements" If this is so, then should one supervisor recommend advancement, and the candidate is transfered to another section, what will prohibit the new supervisor from canceling that advancement on a whim or a personal conflict with the candidate? This feels like the ressurection of the "Good ole boy" network or regardless of your capabilities.
