Reference: The Case for Action, page 7553: "NSPS will generate more opportunities for DoD civilians by easing the administrtive burden routinely required ....and providing an incentive for managers to turn to them......" One can only interpret this as meaning that under NSPS civilians will be forced to deploy with the military. If so, will we be paid the same as our contractor counterparts and receive the tax break they do? Also, what are the consequences to civilians who refuse to deploy, for whatever reason? (FYI - force is not an incentive.)
