Reference: Guiding Principles and Key Performance Parameters, pg 7555. "Ensure accountability at all level." What mechanism, specifically, does NSPS have that will ensure this? Accountability is required now but isn't enforced. If the answer is that it will be part of the supervisors' appraisal and they will be rated on it, that's a non-starter because, again, that's not happening now and I don't see anything that will "ensure" it under NSPS.
