PERFORMANCE MANAGEMENT- I do not like the fact that managers will rate their employees on a scale of 0-100, where the employee (favorite) gets a higher rating and a larger pay raise, and if there is a RIF, that Higher rated employee, (favorite), would not be Riffed. PAY- I do not like the fact that the across-the-board step increases will be eliminated. The manager would give a high rate the (favorite employee), determined by a pay pool. (How large is the pay pool going to be)? VETERANS PREFERENCE IN RIF- The elimination of Veterans Preference will cause Veterans to lose their jobs. Not fair. After all, Veterans have risk their lives to defend this country, and have earned Veterans Preference right in a RIF situation. PAY BANDING- The elimination of Job Series and Pay Grades is grossly unfair to present employees. This an unfair change. A newly hired employee, with no experience, will make more money than present employees, who have many years of experience. Do not change the Present system of Job Series and Pay Grades. DISCIPLINE- I do not like the fact that DoD will establish its own appeals board. I will no longer have the option of appealing any adverse actions to the Merit Systems Protection Board, (MSPB). Do not change the Present system, so that I may appeal any adverse action to the MSPB. UNION REPRESENTATION- I do not like the fact that Unions will be grossly limited in representing employees so that the Unions may collectively bargain to protect our rights, as employees. Do not take any collective bargaining rights from our Unions.
