Comments:
A general comment about "Outreach to Employees," pag 7556. Our outreach has consisted of numerous Town Hall and All Hands meetings in which the answer to almost all questions has been "We don't know." The comment period is open BEFORE the implementing guidance is in place. We can read the rules published on 14 Feb a thousand times and it still doesn't tell us how the system will be structured, who's in what bands, etc. All we can tell from the rules is that our rights have been diminished, our pay is in jeopardy, and we can now be fired for "poor perfomance/behavior," which I interpret to mean if you speak out, you can be forced out.
