Reference: Guiding Principles and Key Performance Parameters, pg 7555: "Credible and trusted....." How can you trust a system in which one person (SecDef) is given the sole, exclusive and unreviewable right to make the rules as he sees fit? How can you trust a system in which the SecDef is given his very own Labor Relations Board? How can you trust a system in which one person (SecDef) can overturn the rulings of the Merit System Protection Board? It doesn't seem like a very credible system to me.
