Reference: Pay and Pay Administration - Subpart C, Setting and Adjusting Rate Ranges, pg 7559/60. Is locality pay (now Local Market Supplements (LMS)) lumped into the same pay pool with salaries? How unfortunate that locality pay is now, essentially, a thing of the past. After all, how difficult is it going to be to say that there's just no money available for locality pay? (pg 7560 "....determine....LMS considering mission requirements, labor market conditions, availability of funds......" That's like saying "Other duties as assigned" because it gives them a "generic" reason to deny locality pay.
