Reference: Performance Pay Pools, page 7560. Having been under an Acquisition Demonstration Project, I've seen pay pools in action. You have a group of managers, most of whom don't know you let alone know anything about your performance, deciding whether you get a raise or have your salary reduced. Also, it pits employees against each other because they know they are all competing for the same pool of money. And, while we'd all like to believe that its pay for performance, I've seen it in action and the payouts had nothing to do with performance. From my personal experience, these systems do more to produce sycophants than to improve performance.
