Civilian pay raises will be based on performance not senority. Individual performance will be theoretically be measured objectively (annually) by the supervisor by ratings or scores of some sort (e.g., % pay raise). Recommend that an organization's basic pay raise statistics and facts be made available annually to the unit's employees. For example, ratings average and range across the unit, average and range of percent pay raise, etc. This is for transparency, to prevent peanut buttering, to prevent score inflation, to communicate in a powerful way organizational health and expectations, etc. This would not violate anyone's privacy as the numbers would not reveal SSANs, names, etc. It would serve as a critical check and balance on an organization and the pay system. If someone's told they maxed out a raise, or aren't going to get one, how can they verify the truth?... TRANSPARENCY.... This should be done at least at the lowest organizational levels to avoid having the numbers swamped (e.g., a base's numbers - 15K civilian at WPAFB) and rendered meaningless to an individual.
