Reference Subpart A / 9901.103. Reassignment is defined as the movement of an employee from his or her position of record to a different position or set of duties in the same or a comparable pay band. This implies that a change in duties within the same pay band will result in a new position of record which in turn implies an official personnel action. If true this will negate one of the goals of NSPS, that of allowing managers to adjust workload and manpower as needed more efficiently. If an official personnel action is needed to move someone within the same pay band then there is no valid reason for having pay bands. Please clarify the definition of Reassignment under 9901.103.
