I'm concerned about stagnation. I've spoken with individuals working where pay banding is in effect and they indicated that once you get into your respective band, upward movement (promotions) ceases. They also indicated that monetarily some did really well initially in regards to moving up into the new pay band however, others stayed the same and all will continue at the new rate for the forseeable future; since step and annual increases no longer exist. All of this bonus/incentive money that supervisors are suppossed to have available, either doesn't exist, or gets used elsewhere. Both of these issues fosters an environment lacking in motivation and has driven many into, or back to the private sector. Members of the Administration have been open and frank that they want to see more contractors involved in the day to day function of the DOD (for whatever reason). I feel that the hidden agenda of the NSPS is to drive people away from General Service employment and create openings that can be filled by contractors.
