I AM AGAINST THE NEW PROPOSED SYSTEM (NSPS) We have a good system in place (General Schedule). The above system will not be a fair system for the following reasons: Managers will favor who they like in the form of a raise. If a manager dislikes you, even if you do your work you will not be given a raise. Managers need to be trained, however, I don't see that it would alter their feelings when they like one employee over another. If management cannot handle the current system, then it is difficult to trust any new system with the type of bad management that's already in place. I would like the opportunity to rate a supervisor because it could bring to the surface the flaws managers/supervisors exhibit which they might not be aware of. Also, step increases are not automatic. Your supervisor must sign a form certifying that you are doing your job acceptably and are entitled to the next step. Giving management the power to treat employees any old way they want, with no third party is pure LUNACY. I think our elected leaders should be under the same system along with the military. I am not happy with the other "perks" this system gives such as: 1. Money taken from a worker's present salary if so deemed by a supervisor. 2. A raise could be determined by a supervisor in the form of "cash" instead of "adding the additional money to the worker's salary." 3. Not adding a raise to a worker's current salary would keep a pension down when the worker retires. The TSP will also be affected. Is this the new "American Way?" We are back in the 1900's when workers had no say and no rights. Presently, employees can negotiate grievance procedures relating to performance ratings. This too will be eliminated/or there will be a catch in the way ratings can be challenged by employees. In other words the managers will be given the authority to "raise hell." Topics will not be open to negotiations. The U. S. promotes democracy in foreign countries, however, we the American worker are having our rights taken away from us. The new system is designed in such a way that employees will have no rights. We will be reduced to Walmart/K-Mart employees. Congress does not want to do their job when it comes to giving raises. They want to pass this part of their job to managers. I doubt the new personnel "improvement" will attract younger people because the so called rewards for performance will not match the private sector's profit sharing and stock options. The younger workers will see the detriments and choose private sector employment instead of the federal sector employment. THERE IS TOO MUCH POLITICS AND PERSONAL PREFERENCE PERMITTED IN THE NEW NSPS. I need to look for manager who likes me and I will have nothing to worry about. I THINK THE MILITARY SYSTEM OF PAY SHOULD ALSO BE CHANGED IF THE GS SYSTEM IS CHANGED. My reasons are as followed: The military have a guaranteed pay raise every year from Congress. (Congress will only have to perform half of their job, civilians are eliminated) Every two years the military get a raise according to longevity. (Longevity has been cited for civilians as a reason to change the GS system) The military receive a Cost of Living allowance over the raise from Congress. (Civilians live in the same economy, however, we don't get a housing/food allowance) The military receive a Food/Housing allowance. The climate has changed. Civilians are in combat zones. On 911 the majority of the people killed were civilians, therefore, civilians should be paid in the same manner as the military which is from Congress. I DO NOT WANT TO SEE THE GS SYSTEM ELIMINATED.
