Reference: Appeals - Subpart H, Appeals to MSPB, page 7566: This part talks about how the SecDef may change or even overturn a ruling by the MSPB and that this authority is needed to ensure MSPB inteprets NSPS in a way that recognizes DoD's mission. What this really is saying is that the SecDef wants the power to ensure that MSPB is interpreting NSPS the way the SecDef wants. Why else would he need the power to change/overturn rulings? Why else would he need his very own Labor Relations Board?
