On the surface I believe the concept(s) of NSPS is the way to go. I also believe the devil is in the details. I have two primary concerns ... (1) there are issues that have not been resolved with the Dept of HLS's implementation of their pay system which is the model for NSPS ... why go forward elsewhere with wholesale changes when the bugs of this type of system have not been worked out and (2) funding is so tight in today's environment that not only are performance award funds virtually non-existent but operating funds typically fall short as well!! What guarantee would there be that activities would be adequately funded to compensate/reward deserving employees at a level comensurate with, or above, today's pay system?
