General Comment on NSPS: Having a pay for performance system is fine but when performance is defined as "attitude, demeanor and behavior" that tells me NSPS is simply "tow the party line or get out." This is not an administration that exactly welcomes dissent and I think that bodes ill for not only civil service but for the defense of our nation as well. Maybe those with just a couple of years under their belt will accept a system of "go along or go elsewhere" but those of us old-timers see the real writing on the wall. This will certainly put the kibash on employees speaking out, even when they do so in the best interest of the mission or the Government.
